Planning for MEWP rescue: Safety, training and emergency procedures

Whenever Mobile Elevated Work Platforms (MEWPs) are in use, there is a risk of operators becoming stranded at height due to equipment malfunction or other unforeseen issues. While thorough training, pre-use checks and well-maintained equipment significantly reduce this risk, a clear and tested rescue plan is essential for ensuring safety and legal compliance.

What is a MEWP?

A MEWP is a mobile machine used to lift persons to working positions from a secure platform. It is designed for getting on and off only at designated access points at ground level or chassis level. It includes a work platform with controls, an extending structure and a chassis.

Planning for rescue from a MEWP

Before carrying out rescue from height, employers must ensure a safe system of work is in place. An effective MEWP emergency plan includes:

  • Identification of the task and related hazards

  • Risk assessment for the rescue operation

  • Clearly defined roles and responsibilities

  • Competent persons trained in rescue procedures

  • Provision of rescue equipment and emergency packs

  • Methods of communication (e.g. radios if phone signal is weak)

  • Contact details for nearby power line operators

  • A recorded method statement and plan review schedule

A competent and authorised nominated ground rescue person must always be nearby, familiar with the ground controls, and capable of lowering the platform safely. They must also be briefed on the emergency plan and clearly identified to the operator.

Communication and training

Clear communication is essential between the MEWP operator, supervisor and nominated ground rescue person. The method used should suit the working environment and conditions.

All MEWP operators and supervisors must have received adequate MEWP training and equipment familiarisation. Operators should understand the specific features, controls and emergency procedures of the MEWP in use. Training records must be maintained.

Rescue Personnel

Whenever a MEWP is in use, a competent and authorised person in the vicinity of the MEWP should be designated as the “nominated ground rescue person”. 

This person should be familiar  with the 3 ground controls of the MEWP and have practiced lowering the platform. They should also have been fully briefed on the rescue plan and identified to the MEWP operator in the work platform as the nominated ground rescue person.
